Background Requirements

Facial Expression and Head Position

• The applicant must face the camera directly with a neutral facial expression.
•  The head should be centered and held upright, without tilting to either side. 
• Both eyes must be open and clearly visible.

• The full face must be clearly visible, from the chin to the top of the head. 
• The face should fill most of the photo while still leaving enough space around the head and shoulders for proper framing. 
• Hair must not cover the eyes or hide any facial features.

Clothing and Appearance

• The applicant should wear normal everyday clothing. 
• Uniforms or clothing that blends into the background should be avoided, unless worn for religious reasons. 
• Head coverings are generally not permitted unless they are worn for religious purposes, and even then, the full face must remain visible.

Glasses and Accessories

• Glasses are generally discouraged unless they are medically necessary. If worn, they must not cause glare, reflections, or shadows, and they must not cover the eyes. 
• Sunglasses and tinted lenses are not permitted. 
• Accessories should be minimal and must not obstruct the face.

Photo Quality Standards

• The photo must be sharp, well lit, and free from blur or pixelation. 
• Lighting should be even across the face and background, with no harsh shadows. 
• The image must not be overly edited, filtered, or altered in a way that changes the applicant’s natural appearance.
