  • Plain light grey, light blue, or white.

  • Uniform colour and shade.

  • Must contrast clearly with the face.

Glasses

  • Allowed, but eyes must be fully visible.

  • Lenses must be clear, with no reflections or glare.

Facial Appearance

  • Head uncovered.

  • Face and eyes fully visible.

  • Ears optional if the full width of the face is visible.

Exceptions

  • Religious or belief-related head coverings: Permitted if plain, one colour, and contrasting with the background.

  • Children under 6: Not required to meet head alignment, shoulder, or expression rules. Any support must not be visible.

  • Medical reasons: A medical certificate may be requested if requirements cannot be met.

Allowed vs. Not Allowed

  • Allowed: beard, wig, hairstyle changes, long fringe (eyes and face visible), glasses (optional), oxygen or feeding tube, makeup, earrings.

  • Not allowed: caps or hats (except religious/medical reasons, plain one colour), eyes closed, reusing the same photo as in a previous document.
