Format

  • The photo must clearly display the full face, from the bottom of the chin to the crown (top of the head, excluding hair), including both sides of the face. 
  • The face should occupy 70–80% of the image, with a height of 32–36 mm. 
  • Face measures between 27 mm and 40 mm.

  • The image must be sharp, clear, and have appropriate contrast.

Lighting and Editing

  • Lighting should be even, with no shadows, reflections, or red-eye effects. 
  • Photos with harsh or visible editing edges will not be accepted.

Background and Borders

  • The background must be plain white and contrast with the subject’s face and hair. 
  • Patterns are not allowed. 
  • The photo must not have borders and should include only the individual, with no other people or objects.

Photo Quality

  • The photo must be printed on high-quality paper with a minimum resolution of 600 dpi (for digital images). 
  • It must be clean, undamaged, and free from creases, staples, pins, ink marks, or folds. 
  • The photo must have been taken within the last 30 days.

Head Position and Expression

  • The head must be straight, not tilted or turned. 
  • The expression should be neutral, with the mouth closed and eyes facing directly at the camera.

Eyes and Line of Sight

  • The subject must look straight at the camera. 
  • Eyes must be open, clearly visible, and not covered by hair or eyeglass frames. 
  • Reflections on lenses or wearing sunglasses are not allowed. 
  • Frames must not obscure the eyes.

Head Coverings

  • Head coverings are generally not permitted, except for religious reasons (e.g., hijab). In such cases, the face must remain fully visible from chin to crown.

Accessories and Make-up

  • Facial accessories that obstruct features are not allowed. 
  • Make-up should be natural and not alter the person’s appearance significantly.

Children (9 years and under)

  • For children aged 9 and below, the face should occupy 50–80% of the image and measure 22–36 mm. 
  • Photos should only be rejected if the face is smaller than 17 mm or larger than 40 mm.

Babies (5 years and under)

  • For children aged 5 and below, the face should cover 50–80% of the image. 
  • A neutral expression, direct gaze, and centered head position are not required.

Attire

  • Dark-colored clothing is recommended to contrast with the white background. 
  • Light-colored clothing may blend into the background. 
  • Uniforms or clothing resembling uniforms are not permitted.
